Develop a business plan, then register your enterprise with your state, the federal IRS and check for any local municipal DBA or licensing requirements. The following links may be useful to you in achieving your objectives:

As long as you have something to 'build on', its a relatively easy business to build.
In the coaching business all you need is a level of experience and knowledge that separates you from others in your field, I would recommend studying the best (See how Anthony Robbins got started, Robert Kiyosaki, Brian Tracy, etc.), create a business plan, marketing plan and set up a good spot in your home as a 'temporary office', the first step for you to take is to build your brand online, write a book, pamphlets or articles and start distributing them over the web for free to create exposure (I'm assuming you have no 'name' in the web), Once you have a product to sell you can begin promoting the product and yourself by offering one on one coaching, seminars, lectures, etc. Its a fun process with a lot of rejections, so be prepared to handle rejection. The good news is that once you build an audience, and demand for your service increases, your job becomes easier, although you'll work harder (which is good)... Good Luck!
