The best you could do is begin with the layout of your information. Think about your user, what information do you want them to see first, is the user computer-literate or maybe they are elderly, how do you want to guide them through your site.
After you figure these out then you can begin laying out your information, forming a site map, etc. Many times people make the mistake of beginning with a design, but usability crucial to a successful web page.
If you want a clean simple design I would play around more with interesting typefaces. Find fonts that compliment each other and decide the hierarchy of their use. (Headers, body, emphasis, etc.) Also use stock images in moderation or opt for abstract images that play well with the concept of your design.
Most of all consistency is key so keep a clean, simple color scheme and add visual interest around the areas that you want to stand out the most.
