Agree it depends on your business, but a few suggestions include press releases, media coverage, cross marketing with other businesses in the area. For example, if you own a resturant, provide flyers/coupons to local businesses for their employees to get X% off a lunch. Or if you own a salon, ask local businesses to have on their counter your flyers in exchange you'll have their flyer/business cards in your salon.

Social Media (Facebook, Twitter etc.) is FREE and extremely effective and important to your business. If you have an e commerce site, you can use Facebook to grow your consumer base and drive customers to your site, build awareness,educate. Great way to promote products, get feedback etc. Let me know if you need more help in this area.

besides social media, I would also recommend the following
1. word of mouth
2. local commerce/ merchant association
3. sponsorship for local events
usually the locals like to help the locals, so starting with that direction is always good.
