Both, first look at the certificate obtained by the person, and then focus on looking at the skill deeply because it is the skill that helps to increase productivity at work more

If asked to choose one then Skill is the best.A cirtificate is just to support your skill and mainly focus on the theoretical strength thus testing the mind but with skill you can achieve anything even without cirtificate. In Africa we are to increase our skill growth as we only mainly focus on the theory side of education

You need both invest in a program that offers the value of both. All certs are not made equal so it depends on what vert and what is the goal if its a credential like PMP, CSM, MBA etc. then yes worth it. However if you dont have skills on your experiences to match then it wont do much to help in getting great work opportunities. Experience triumphs Certs.

Skills is very important because you can have the certificate but lack the skills to execute what is in the certificate

The two are related and must be compared when hiring candidates. A certificate holder is a candidate based generally on education, but may also include hands on training. Skill sets by candidates are generally measured by validated experience.

The comparison involves the candidate pool available and how astutely the interviewer determines the best performer for the job considering both qualifications.

Skill is more important than certificate. This is because a person with skill will serve the people smartly but certificates can be forged to to a person without skill and his/ her might serve people poorly.

Both of them are important. But you should know first the purpose of your need. having skills is the key to handle your job but Certificate is a kind of document that proof that you have some skills. In some recruitment procedure certificate is required to let know more about the applier
