It is a tool that governments can employ to help deliver for needed infrastructure services. More broadly speaking, PPPs are the natural extension of mixed economic systems. Governments are increasingly aware of their own inefficiencies, and many run into budgeting or financing problems when executing projects. By contracting with more efficient private providers of goods and services, a public agency can still promote its agenda.

In Ethiopia yes, micro businesses are financed with government loans from microfinance institutions and enough training and sheds are delivered by government as long as you meet the criteria so visit your local woreda/kebele administration
