I would say No to your question. It is not a good idea to release your website or app before it is optimized. People are very demanding when it comes to anything online and first impressions matter. If the user experience is not right, if the load speed is too slow, if the site fails to be responsive across different sized devices, if the site has null / dead links, if the site does not have a secure hosting server, and the list goes on and on. A lot things have to be right before you release a website or app.
Did some potential customers go through the entire app from end to end? Did you collect their pain points and take corrective action? Did you test the end-to-end processing of any data collection to ensure it works properly? Even little things can leave a bad impression – incorrect English words on the site which tells people you are “sloppy” when it comes to building online applications. All of this must be proofed independently before the app is released.
It is worth noting that according to Google University, the average visitor to your website will stay about 20 seconds before clicking away. You must have quick, fast, clean designs to get high conversion rates. Does your design meet this basic test? Therefore, it takes a lot of serious thought and effort to get everything right, not to mention the fact that you most likely have a lot of global competition.

I am assuming a couple of things - optimized to me means that it is operating, and needs improvements.
If you have a solid, well performing, minimum viable product - do not wait... get it out and start getting feedback to begin the improvement phase.
If you do not have a solid, well performing, minimum viable product... keep working on it until the minimum offer works and does what it promises to do for the customer.
