The best way to market your services to small business owners is to do something to elevate your business offerings above the noise. In the beginning you'll have to meet potential clients face-to-face. Join your local chamber of commerce, give short speeches at local gatherings, such as Rotary meeting etc or submit articles to the Journal-Sentinel. Just making a good web page won't do. You have to drive potential clients to that page anyway--they won't find it on their own. So you're better off marketing yourself than your website.
To get business owners to engage your services--especially owners of small businesses--you have to demonstrate credibility and offer good value. It's hard to appear credible on a computer screen. Once you've established a good reputation, marketing tools will help you connect with people who are already looking for you.

I suggest you get membership with your local Better Business Bureau (BBB) as this will provide some level of comfort and credibility for small business owners. You can also start by networking directly with those already listed on the members list. They were once like you – trying to get their business off the ground – and are more approachable, in my opinion. Also, it’s a great way to start networking – for referrals.
